20 April 2004

 To:       Renewable Hawaii, Inc.

Ocean Motion International, llc. (OMI) wishes to submit this Proposal Summary (attached) to Renewable Hawaii, Inc. for consideration in the January 22, 2004 Request for Project Proposals for the Big Island of Hawaii (RFP).

OMI is providing as much information that it can in the RFP Appendix A given that the company is a small family owned enterprise that is working to develop an innovative approach to wave energy conversion (WEC).  With its own resources, OMI has engineered and built a working model of a revolutionary wave driven seawater hydro-pump that is much simpler and more reliable than technologies that have been looked at to date.  OMI is seeking government and utility industry support to take its system to production and demonstrate that water, electricity and hydrogen can be produced at low cost.

OMI requests that Renewable Hawaii, not reject this Proposal Summary because it lacks several requirements that are outlined in Section II of the RFP Instructions.  Elements such as Federal Energy Regulatory Commission certification, Power Purchase Agreements and specifics on site locations as well as project management teams, organizational structures and financial / operating plans can only exist with larger companies that OMI has not partnered with at this point.  OMI wishes to find technical support for its WEC technology and partner with Renewable Hawaii, Inc. to deploy a Combined Energy System as part of Hawaii’s quest to reduce its dependence on fossil fuel.

Again, please consider this submittal for this RFP and / or as a separate ‘unsolicited proposal’ for evaluation and support.  Thank you.
